Impact of Furloughs in Other Institutions

Furloughs were expected to save $1.66 billion in general funds, but in many cases, the savings are temporary at best and will actually increase expenses in the future. According to the California Senate Office of Oversight and Incomes:

  • “…for at least a third of the roughly 100,000 state workers paid from the general fund…the furlough policy simply pushes labor costs to future years – while adding potentially significant costs.”
  • 70 percent of state workers paid from the general fund are employed in the prison system, where employees continue working to meet required staffing levels in spite of a 14% pay cut. They instead gain 3 furlough days a month, to be taken “when feasible,” meaning that the money saved is actually being transformed into $52 million worth of paid time off that is not accounted for. The situation in mental hospitals and developmental centers is similar.
  • Furloughs have increased the cost of prison healthcare by $10 million this year

  • The amount of the state budget set aside for both K-12 and higher education has decreased substantially over the last two decades.
  • Higher education received 13.7 percent of the budget in the 1986-87 fiscal year, only 8 percent in 1993-94, and will receive 10.6 percent in 2010-11.
  • K-12 received 33.5 percent of the budget in the 1986-87 fiscal year, 29.6 percent in 1993-94, and will receive 31 percent in 2010-11.
